Ramsey succeeds Craig Hopkins, who announced plans in December to retire in early 2026 after leading the city’s IT department since 2017. The San Antonio CIO role oversees one of Texas’ largest municipal technology operations, responsible for IT services across more than 40 departments and 500 city facilities, including cybersecurity, infrastructure, application support, smart city strategy, digital transformation, data platform integration and support for public safety systems.
Ramsey joins San Antonio after serving two years as chief information officer for the Los Angeles County Department of Public Health. Before that, he spent more than eight years as CIO for the Santa Barbara County Department of Behavioral Wellness in California.
In a LinkedIn post announcing the move, Ramsey said the opportunity carries personal significance.
“At its core, public service is about people serving people,” said Ramsey. “As a sixth-generation Texan, this opportunity carries a personal connection — it’s a chance to serve a city that feels like home.”
He added that his focus in the role will center on service delivery and operational support for residents and city employees: “Technology matters, but only in how it helps us better serve residents, support employees, strengthen operations and build trust with the community.”
Ramsey’s background includes technology leadership and consulting roles at Sagewood Systems and Mission I.T., as well as earlier experience as technology director at Stratus Properties and owner and operator of Ramsey Systems. He holds a Bachelor of Science in computer science from the University of Texas at Austin.
