Multimillion-Dollar State Contract Hits the RFO Stage

The comptroller will award a new contract for application and infrastructure services for the financial and human resources/payroll platform that supports 118 agencies.

The Texas Comptroller of Public Accounts (CPA) has issued its request for offers (RFO) for the massive “Centralized Accounting and Payroll/Personnel System Application and Infrastructure Services.”

CAPPS is a statewide enterprise resource planning (ERP) system implemented under the 80th Legislature. The system is deployed in 118 state agencies and provides a single source of financial and payroll information to manage operations and data while providing accurate information, according to the ERP website.

In the coming budget cycle, an estimated 92 percent of all state of Texas spending and about 75 percent of state employee records (excluding higher education institutions) will be managed through CAPPS.

The RFO’s scope of work page outlines these requirements:
  • Transition-in period to start on the first day of the contract
  • Contractor to plan, prepare and execute a full migration
  • Proof of functionality/service prior to end-user implementation
  • Understanding of CAPPS full infrastructure
  • Build-out of all infrastructure to meet or exceed specs
  • In line with industry standards (finance, human resources, etc.)

The highly detailed RFO, solicitation No. 304-24-0800PC, is in three parts containing more than 150 pages and details about where to research various technical aspects regarding CAPPS infrastructure. The due date is 2 p.m. May 31.

This RFO is competitive, and 2014 contract information shows that a similar contract had a maximum value of $190.7 million. Currently, the CAPPS system is built on Oracle software.

A request for pricing was released in December, and once awarded, the contract itself will run through September 2029 with possible extensions. The agency hopes to award the contract by October with an eye to begin in September of 2024.
