Office of Court Administration CIO Kennedy Announces Retirement

Texas Office of Court Administration CIO and Director of Information Services Casey Kennedy has announced his retirement after 15 years in the role.

During his tenure, Kennedy guided IT services for the Supreme Court of Texas, Court of Criminal Appeals, 15 intermediate appellate courts and five judicial branch agencies. His portfolio included oversight of hardware, networks, commercial and custom software and enterprise infrastructure, including the management of a multimillion-dollar vendor contract supporting the state’s electronic filing systems.

Prior to joining OCA, Kennedy spent nearly 14 years at the Texas Higher Education Coordinating Board, serving as director of web services and director of application development services, respectively.

In a LinkedIn post, Kennedy thanked colleagues and mentors, reflected on his time in the role and said he is open to new opportunities.

"I’ve been fortunate to work with an incredible IT team, great leadership, and strong vendor and partner communities who truly care about public service and collaboration," wrote Kennedy. "While I’m retiring from state service, I’m looking forward to the next chapter. I will continue to work, advising, and helping organizations with strategy, technology and leadership."

Kennedy will officially exit the role at the end of November.

The agency has opened applications for his successor, who will serve as CIO, director of information services and information resource manager for the state judiciary. The position provides strategic oversight of software development, infrastructure, cybersecurity, vendor management, compliance, budgeting and IT policy. It also supports the chief justice of the Supreme Court of Texas, the Texas Judicial Council and the Judicial Committee on Information Technology.

The CIO role is based in Austin and pays between $15,833 and $19,083 per month. Candidates must have at least 10 years of experience in IT leadership and five years overseeing enterprise functions such as network operations, strategic planning or application development. A bachelor’s degree is required, with experience allowed as a substitute. Certifications such as PMP, CGCIO or CISSP are preferred.
