The chosen contractor will first be required to assess the city’s current broadband-related assets using GIS data, evaluate coverage by existing providers, identify discrepancies with reported coverages, develop a community engagement plan, identify connectivity gaps and report on future needs.
The consultant will then be expected to complete five tasks outlined in the RFQ:
- Present options to improve fiber and broadband connectivity
- Develop a comprehensive master plan
- Evaluate opportunities for public-private partnerships
- Build a consensus on the master plan via review sessions
- Develop and manage a request for expressions of interest development and advising
