The Plano City Council approved up to $390,000 for a citywide artificial intelligence initiative that will deploy ChatGPT Enterprise, Microsoft Teams Premium and an AI governance platform across city operations.

The package includes up to $190,000 for ChatGPT Enterprise through Carahsoft Technology Corporation. Plano plans to begin with 150 licenses at an estimated annual cost of $57,024, while retaining authority to expand licensing as demand grows.

The city described ChatGPT Enterprise as its standard general-purpose generative AI platform. According to the agenda materials, the deployment is intended to give employees access to generative AI capabilities within an approved citywide environment.

Plano also authorized $150,000 for Darwin AI through Carahsoft. The platform will support AI governance by monitoring tools used by the city, enforcing policies, protecting sensitive information and maintaining records for compliance and oversight. The amount includes licensing and implementation.

Another $10,000 will fund Microsoft Teams Premium through SHI Government Solutions Inc. The city plans to use features including AI-generated meeting recaps, notes and recommended tasks for approved uses.

The remaining $40,000 is reserved for approved increases in licenses, usage capacity, implementation needs and other costs that remain within the authorized scope.

Funding includes $240,000 from the Fiscal Year 2026-27 Technology Solutions Fund and $150,000 from the FY 2026-27 Technology Fund.

The AI purchase was approved as part of the council’s consent agenda.
