The Texas Department of Information Resources (DIR), the state’s primary technology authority, is responsible for delivering and managing IT services across state agencies and public-sector entities.

For Fiscal Year 2026, DIR has received $9.3 million for IT capital items and operates under a total budget of $779 million.

DIR oversees statewide procurement vehicles, cybersecurity programs, data center services and cloud offerings. Its operations support more than 500 public organizations, including state agencies, higher education institutions and local governments.

Budget: DIR’s total budget for FY 2026 is $779 million. According to DIR Deputy Executive Director Steve Pier, $300 million in general revenue has been dedicated to cybersecurity across DIR and the newly launched Cyber Command, not including additional cybersecurity investments embedded in individual agency budgets.

Of DIR’s total budget, $9.3 million has been designated for IT capital projects. This includes:
  • $2.4 million for acquisition of information resource technologies:
    • $1.7 million for an eProcurement solution
    • $433,000 for personal computer purchases
    • $275,000 for daily operations
  • $6.9 million for data center consolidation under the Shared Technology Services program

Leadership: Amanda Crawford serves as executive director of the department and holds the title of state chief information officer.

Staff: DIR employs about 270 staff members, with teams overseeing strategic technology initiatives, vendor management, cybersecurity operations and interagency services.

Strategic Goals: According to the department’s FY 2025–2029 strategic plan, DIR’s priorities include:

  • Modernizing and expanding shared technology services

While the newly launched Texas Cyber Command will absorb and expand existing DIR cybersecurity personnel and resources, DIR will shift its focus toward its Innovation Lab and new AI Division.
