Region 10 ESC Seeking Proposals for Smart Building Solutions

The region has joined with Equalis Group to make agreements available to other public agencies through a cooperative purchasing program.

Region 10 Education Service Center is seeking proposals for the procurement of smart building solutions.

Region 10 ESC, serving 10 North Texas counties including Dallas County, has joined with Equalis Group to make agreements available to other public agencies through Equalis Group’s cooperative purchasing program.

Region 10 ESC will solicit proposals. Equalis Group will assist Region 10 in helping other public agencies and nonprofits reap the benefits of national leveraged pricing, with no cost to the agencies.

Contracts will be approved and awarded by Region 10 and are available for use and benefit of entities complying with their respective state procurement laws and regulations (public and private schools, colleges and universities, cities, counties, nonprofits and all governmental entities).

Region 10 will establish a contract with respondents for an offering of smart building solutions. Respondents may elect to limit their proposals to a single product or service line in any category or multiple products and services in any category.

Respondents are encouraged to propose their complete catalog, products and services, including monitoring, consulting and other smart building services and to provide services that support industry standards that may include:
  • Utility and energy use and cost.
  • Web-based utility information, dashboards and reports.
  • Utility bill processing and payment services.
  • Real-time energy data analytics.
  • Demand response curtailment funding.
  • Building metering platforms and energy data gathering solutions.
  • Operational efficiency and performance-based services.
  • Central plant efficiency.
  • American Society of Heating, Refrigerating and Air Conditioning Engineers Building Energy Quotient — modeling and optimization.
  • Efficient equipment solutions.
  • Building systems efficiency.
  • Smart building and analytics.
  • Rebate(s) (federal, state and/or local) analysis and implementation.
  • Any renewable energy sources such as solar, wind, geothermal, etc.

Access to the master agreement by any public agency must be preceded by its registration with Equalis Group as a participating public agency in Equalis Group’s cooperative purchasing program.

Responses will be accepted until 2 p.m. June 23. The public bid opening will be held via Zoom meeting. Agencies can attend the bid opening by emailing Clint Pechacek at clint.pechacek@region10.org by 4 p.m. June 22 to receive an invitation. Requests for an invitation after that time will not be accepted.
