San Antonio Approves $130M+ Tech Budget

The San Antonio City Council has adopted a $4 billion budget for Fiscal Year 2026 that allocates more than $130 million to technology-related initiatives and formally establishes a new Capital Delivery Department aimed at improving infrastructure project execution.

Approved on Sept. 18, the budget includes a $94 million allocation to the Information Technology Services Department (ITSD), which oversees enterprise applications, cybersecurity, network infrastructure, end-user support, public safety IT and data analytics. Another $32 million is designated for citywide technology infrastructure through the capital improvement program, part of a broader six-year, $167 million modernization initiative.

The plan also earmarks $3 million for department-level IT capital outlays supporting public safety, libraries and administrative operations. Among the largest investments is $710,000 for computer replacements at the San Antonio Public Library.

Other notable departmental allocations include:
  • $622,000 for emergency medical technology and IT replacements in the Fire Department
  • $301,000 for ITSD capital equipment
  • $260,000 to replace aging IT infrastructure for the Building and Equipment Services Department
  • $197,000 for Code Enforcement computer replacements

The Office of Innovation is set to receive $1.5 million to continue supporting smart city programs, digital inclusion efforts and the city’s Research and Development League, all of which promote citywide innovation and data science initiatives.

In addition to technology investments, the budget formalizes the creation of the Capital Delivery Department, a new office comprised of 188 existing positions, which will focus on delivering major bond projects on time and within budget. This restructuring separates capital project delivery from routine maintenance, a function that will remain with the Public Works Department. City leaders say this move is designed to improve efficiency and focus in both areas.

Other highlights from the adopted budget include the formation of a Homeless Services and Strategy Department, $122 million in street improvements, $17 million in sidewalk projects and continued investments in affordable housing, public safety and animal care services.
