Secretary of State Requests $20M IT Budget for 2026-27

The agency's capital budget request is significantly lower than it was granted for equivalent items in the General Appropriations Bill for FY24-25.

The Texas Secretary of State (SOS) has requested a $20 million budget for information resources in its Fiscal Year 2026-27 legislative appropriations request (LAR).

According to the request, the agency requires $8.2 million for IT exceptional items and $10.8 million for IT capital budget items.

A single item described as “agency information technology needs” accounts for all $8.2 million requested for IT exceptional items.

According to the request’s justification, SOS staff require automated redaction software to eliminate manual redaction tasks. The agency also hopes to create an agency dashboard for tracking agency performance and progress.

The agency’s IT capital budget request is approximately $31 million less than the SOS was granted for equivalent items in the General Appropriations Bill (HB 1) for FY 24-25.

The SOS capital budget request includes $6.4 million for data center consolidation, $3.6 million for the Unified Fund Distribution System and $700,000 for information resource technology acquisition.

Previously, the agency was granted a $24 million budget for legacy modernization. The SOS did not request legacy modernization funding for the upcoming biennium.
