State Licensing Department Shopping for New System

The Texas Department of Licensing and Regulation is looking to replace and expand upon its current licensing system with a cloud-based solution.

The Texas Department of Licensing and Regulation (TDLR) has issued a pre-solicitation notice for a cloud-based licensing and regulatory technology solution to replace its legacy systems.

According to the notice, the chosen vendor will be expected to provide maintenance, support and implementation services, which “shall include but may not be limited to project management, solution design and configuration, integration, data migration, documentation, testing, training and solution provisioning and support by a qualified and experienced implementation team.”

As listed in the General Appropriations Act, $33 million has been allocated for the department to “acquire a modern and comprehensive licensing system.”

The department's licensing system handles license applications, registrations and renewals for individuals, businesses, facilities and devices. According to TDLR's 2022 Legislative Appropriation Request, 55 percent of initial license applications and 33 percent of renewal applications require manual processes.
