Named after former Texas legislator, Comptroller and Lt. Gov. Bob Bullock, the award recognizes a Texas official whose career demonstrates exceptional public service and innovation.
Parker authored legislation to establish the Texas Cyber Command and spearheaded the state’s first AI governance framework for public agencies. With a $135 million appropriation, the Cyber Command stands as one of the most ambitious cyber defense investments in the country.
Parker also supported legislation targeting AI-generated child exploitation and has led efforts to modernize government systems and enhance digital security across agencies.
As vice chair of the Sunset Advisory Commission and vice chair of the Senate Criminal Justice and Veteran Affairs committees, Parker has sought to use his platform to advance digital transformation and safeguard public trust. He has emphasized transparency, ethical innovation and strategic modernization of state systems.
"I believe the future of public service in Texas will be defined, in many ways, by how we embrace technology to better serve our citizens," Parker said in his acceptance speech. "Over the past several years I've made it a priority, as you've heard, to make certain Texas leads in this space. As was said, that great quote from Bob Bullock, 'Texas is the greatest place, the greatest state in all of America,' and Texas therefore must lead in all things, including technology."
