The Texas Commission on Law Enforcement (TCOLE) is adding a cybersecurity officer to lead the new TCOLE Cybersecurity and Network Team, according to a job posting.

The agency is responsible for licensing and certifying peace officers, county jailers, telecommunicators and school marshals across the state.

TCOLE’s 2022 legislative appropriations request included a cybersecurity officer position under the goal “Secure IT Service Delivery, Digital Transformation and Data Management.”

The addition would heighten the agency’s cybersecurity maturity average to 3.0, the request says. According to the Department of Information Resources (DIR), maturity level three shows that an organization “has a documented, detailed approach to meeting the objective, and regularly measures its compliance.”

According to the job posting, this Austin-based role will develop planning, policy and procedures and make recommendations for the agency’s evolving cyber posture.

Oversight includes:
  • Cybersecurity
  • Network management
  • Critical infrastructure protection
  • Research and innovation
  • Risk assessment and mitigation

Candidates should have five years of experience with a combination of experience in information security, vulnerability scanning and management, formal risk assessments, penetration testing, digital forensics and security operations centers (SOC).

Subject matter expertise should include knowledge of DIR IT security services, Texas Government Code Chapter 2059 and Texas Administrative Code 202; the candidate should also be familiar with current best practices, standards and trends.

Multiple certifications and a bachelor’s degree are also listed as preferred qualifications. Pay is between $97,010 and $110,000 per year, and this is an on-site position; the posting doesn't list a closing date.

According to the agency organization chart, the position falls within the Information Technology and Special Services Division led by CIO Jessica Capraro.
