The Texas Comptroller of Public Accounts (CPA) has issued a request for information (RFI) from vendors capable of providing a mass email platform to support secure, high-volume constituent outreach.

The agency is evaluating solutions that offer design flexibility, subscriber management and performance analytics, with a focus on supporting large-scale communications such as newsletters and announcements. The system must support deliverability standards including SPF, DKIM and DMARC, and provide tools for designing responsive, Web Content Accessibility Guidelines-compliant emails.

The desired solution will include features such as drag-and-drop and HTML design options, preview testing across devices, A/B testing and automated or staggered send-time capabilities. Personalization, dynamic content and asset management tools are also requested, along with administrative features such as user role controls, audit logs and data retention settings.

Responses must address how data would be stored, archived and extracted at contract end, as well as the vendor’s experience with public-sector clients. The agency is requesting examples of similar implementations and information on training, support channels and account management availability.
