The Comptroller of Public Accounts (CPA) has issued a request for offers (RFO) for a software-as-a-service cloud-based accounting, financial and investment performance reporting system.
According to the request, the Texas Treasury Safekeeping Trust Company (Trust Company), a special-purpose trust company that manages approximately $160 billion for approximately 33 state and local clients, requires a solution to handle the performance reporting needs of four major fund categories: endowment pool assets, the State Water Infrastructure Fund, the Texas Economic Stabilization Investment Fund and the Texas University Fund.
The requested solution must be capable of obtaining or storing data electronically, interfacing with the Trust Company’s custodian’s system for data reconciliation, implementing unitized accounting and periodic performance reporting.
The CPA has also requested implementation services for the conversion and transferring of existing data to the new solution, training for each user of the system and a minimum of three months of parallel testing.
