Texas Department Has Two Software Engineer Openings

The Texas Workforce Commission is looking for a software engineer/architect to join the IT Enterprise Architecture Group (EAG).

This role works across multiple teams to create and maintain automated applications to serve customers’ evolving needs. The engineer will perform senior-level computer systems analysis work, which involves overseeing the planning and analysis of user requirements, procedures and problems to automate processing or to improve existing systems. Supervision of others may be required, and the engineer will work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Qualifications include:
  • Five years of experience in Java programming.
  • Multi-tiered web application development.
  • JBOSS Enterprise Application Server, Business Rules Engines, Spring Framework, SQL and SQL stored procedures, DB2, Extensible Markup Language (XML), Java Server Pages (JSP), HyperText Markup Language (HTML), CSS, JavaScript and unit testing tools and frameworks.
  • Three or more years of experience as an engineer/architect with working knowledge of service-oriented architecture (SOA) concepts and technology including design principles for simple object access protocol (SOAP) and/or representational state transfer (REST) preferred, as well as experience using HTML 5, Thyme Leaf, Ant, Maven, Gradle and Git.
  • Previous use of ALM Octane software, software development methodologies and application architectures using separation of business, domain and presentation layers preferred.
  • Excellent communication, writing, organizational, planning and problem-solving skills.

Responsibilities include:
  • Under the supervision of the agency’s enterprise architect, performs the necessary analysis and design tasks related to the development of an enterprise architecture.
  • Performs highly advanced computer systems analysis work and development of common objects, components and services supporting developers and applications.
  • Analyze enterprise business drivers and industry trends to determine corresponding change requirements.
  • Designs and implements the governance activities associated with ensuring enterprise architecture compliance.
  • Facilitates the evaluation and selection of software product standards and the design of standard software configurations.
  • Identifies the organizational and financial impact of enterprise architecture alternatives.
  • Develops and coordinates technical solutions and provides mentoring and technical assistance.
  • Coordinates and may analyze proposed computer applications, including research and analysis for project proposals, software and systems modifications and new projects.
  • Coordinates and may analyze the review and revision of code to increase operating efficiency or to adapt to new procedures and specialized programs to supplement and enhance systems software.
  • Develops, deploys and maintains SOA services and other reusable components.

Requirements are:
  • Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems or a related field plus four years of full-time experience in computer programming, systems analysis and/or program analysis or four years of full-time experience which provided general knowledge of data processing or systems analysis.
  • One year of full-time experience may be substituted for each year (30 semester hours) of education.

The position has a monthly salary range of $6,785 to $9,000, and there is no deadline listed for applications.
