Texas DPS Names John Kelley Deputy CIO

Kelley brings more than 20 years of IT experience to the role, spanning infrastructure operations, enterprise services and technical project management.

The Texas Department of Public Safety (DPS) has named John Kelley as assistant chief of information technology, a role that also designates him as the agency’s deputy chief information officer.

Kelley stepped into the position in September after nearly eight years in various IT leadership roles with Texas Health and Human Services, where he most recently served as infrastructure director for system services. There, he led a team of about 150 staff and contractors responsible for core systems such as identity and access management, cloud migration, collaboration tools and end-user device management.

In his new role at DPS, he serves as a senior technology leader within the agency’s IT Division, which oversees digital services supporting public safety operations statewide.

Kelley brings more than 20 years of IT experience to the role, spanning infrastructure operations, enterprise services and technical project management across the government, health-care and energy sectors.

Earlier in his career, Kelley held technical and management roles at Baylor Scott & White Health and ExxonMobil, where he led infrastructure buildouts, telecommunications projects and large-scale international network upgrades. His experience includes managing multimillion-dollar technology deployments in both the public and private sectors.

Kelley holds a bachelor’s degree in telecommunications engineering technology from Texas A&M University.
