Texas Highway Patrol to Modernize Transfer Processes

The Texas Department of Public Safety (DPS) has issued a request for information (RFI) on automated transfer solutions to replace manual systems within the Highway Patrol Division.

The agency is exploring vendor options for a platform that can centralize and streamline the process of posting vacancies, receiving transfer requests, tracking outcomes and validating eligibility and approvals.

Currently, the transfer process is supported by a combination of Microsoft Outlook, Access and Excel, along with Docusign for routing and signatures. Troopers submit requests to transfer between locations during designated windows, with final decisions based on seniority, commission dates and administrative review.

Approvals involve multiple layers of the chain of command, with records manually updated and sorted before final selections are made. The process also includes provisions for detachment, hardship cases and random selection methods when needed.

The department is seeking a software solution that can replicate and enhance this process by allowing configurable posting schedules, automated routing and multilevel approvals, robust auditing capabilities and support for business-rule overrides.

The platform must allow the agency to post multiple openings at once, track personnel histories, sort candidates by eligibility factors such as seniority and maintain a complete audit trail of all actions and edits. User roles must be configurable, with permissions set by function, and the system must support documentation uploads and comments as part of the approval or denial process.

Additional requirements include support for single sign-on authentication, notifications tied to transfer status and the ability to create process flows and organizational charts. The system must be capable of running detailed reports, logging all user activity and supporting manual or automated selection depending on agency needs.

DPS is also requesting budgetary estimates, cloud hosting details and certification status under TX-RAMP or FedRAMP as part of the RFI response.
