Texas Launches AI-Integrated Site for Regulatory Guidance

The Texas Governor’s Office has launched a new AI-integrated website for the Texas Regulatory Efficiency Office (TREO), expanding the state’s effort to centralize information on rules, forms and regulatory requirements for businesses and residents.

The new site gives users a way to search state rules by industry, profession or activity. It also includes an AI assistant called the State Agency Manager, or SAM, that helps users navigate Texas regulations, permits, licenses and compliance requirements. The portal warns users not to submit personal identifying information in the chat and states that its responses do not constitute legal advice.

The launch builds on TREO’s creation under Senate Bill 14, which established the office to review state agency rules, identify outdated regulations and increase transparency for businesses and taxpayers. TREO is housed within the Office of the Governor and is led by Director Jerome Greener, a former executive vice president for the Texas Public Policy Foundation.

“The new TREO website is a one-stop shop for Texans to easily navigate state rules and regulations,” Gov. Greg Abbott said in an announcement. “The interactive site saves time, reduces confusion and makes information readily accessible right when you need it.”

The Governor’s Office said the platform is designed to connect users with state agencies, catalog recommendations for reducing regulatory requirements and provide real-time guidance on state rules. It also follows the earlier launch of TREO’s Regulation Evaluation Portal, where Texans can submit recommendations for improving or eliminating existing regulations.

The new website arrives as TREO begins its first round of agency reviews. According to the Governor’s Office, TREO has identified and recommended more than 435 regulations for amendment or repeal across 11 state agencies. The office estimates those recommendations could remove 69,000 words from the Texas Administrative Code and save Texas taxpayers an estimated $123 million so far.

Under state law, TREO is required to build a user-friendly website where Texans can search state rules, review their subject matter and identify the activities or businesses they regulate. The office also works with state agencies to identify rules it deems unnecessary or ineffective, determine regulatory costs placed on the public and issue best-practice guidelines for adopting new rules.

The office also performs required analyses, including cost and employment impact statements.

“We are just getting started in our mission to make government more efficient,” Greener said. “With the launch of this site, Texans will be able to find the resources and services they need in one place. Texas will continue to move at the speed of business and build on Governor Abbott’s vision of the Texas of tomorrow.”

The Governor’s Office said TREO will continue monitoring unnecessary and ineffective rules daily and that additional recommended cuts will be made on a rolling basis.
