The Texas Lottery Commission (TLC) has extended its request for proposals (RFP) for website hosting services to Jan. 4, 2024, according to an addendum.
According to the RFP, the TLC public web environment, which is composed of four primary websites, receives “more than 82 million visits a year” as of December 2022, 37.3 million of which are unique visits.
Bidders should be capable of supporting and maintaining the TLC web environment during dramatic site traffic spikes, which typically occur around the time of lottery draws. Lottery draws take place four times a day Monday through Saturday, with the website potentially receiving more than 38,000 requests per second when jackpots and ticket sales are at their peak.
The successful proposer will be expected to provide a 24/7/365 telephone and email service request system to the TLC, with high priority requests being addressed within one hour.
The RFP also requires “a complete description of the security controls in place to protect the confidentiality, integrity and availability of the information, equipment and services of the Texas Lottery web environment, including any equipment or features providing for high availability of web, network and security services.”
