The Texas Workforce Commission (TWC) has issued a request for offers (RFO) for a production-ready mobile credential wallet solution.
TWC is seeking a fully developed, web-based platform that enables individuals to store, manage and share their academic and workforce credentials. The credential wallet must be configurable but not custom-built, and already be in use in at least one production environment.
The agency requires a software-as-a-service product that meets the accessibility standards outlined in the Texas Administrative Code and the World Wide Web Consortium’s WCAG 2.1 AA guidelines. Required features include expiration tracking, role-based access, instantaneous credential sharing and support for career pathways structured in accordance with the Credential Transparency Description Language.
The selected solution aims to support the state’s goal of addressing the middle-skills gap by helping job seekers track credentials, receive guidance on next-step certifications and share verified information with employers, education institutions and workforce training providers.
Vendors may propose solutions hosted within or outside of the state’s Data Center Services environment. Responses must include completed accessibility documentation, cybersecurity certifications and a HUB Subcontracting Plan.
