Tracking the Spend: DFPS Spent $33.8M+ on Top 5 Tech Vendors in FY 24

The agency, tasked with serving vulnerable Texans, spent the most with DIR and AT&T in the fiscal year that ended last month. In all, it spent $33.8 million with its top five industry vendors.

The Texas Department of Family and Protective Services (DFPS) spent more than $33.8 million with its top 5 IT-related vendors by the end of Fiscal Year 2024, which ended Aug. 31.

The agency works with communities to promote safe and healthy families and protect children and vulnerable adults from abuse, neglect and exploitation through five major programs: adult protective services, child protective services, child protective investigations, prevention and early intervention, and statewide intake.

Here, with rounding, are the agency’s five private-sector tech vendors with the highest spending between Sept. 1, 2023, and Aug. 2, 2024, according to the Texas Comptroller’s (CPA) “Payment to Payee” visualization:
  • $9.4 million to AT&T Mobility Best Wndcd for telecommunications charges
  • $8.9 million to SHI Government Solutions Inc., which offers software products and related maintenance, technical and training services
  • $6.6 million to Nipun Systems, which offers staffing, software development, cloud services and managed services
  • $5.1 million to Neubus Inc., which provides document and information management for government entities
  • $3.8 million to Presidio Networked Solutions Group, offering cloud, cyber and data services and solutions, among others

DFPS also spent $18.4 million with the Texas Department of Information Resources, which offers technology solutions to state and local government entities.

As to specific categories, the agency spent a total $144.9 million on purchased contracted services and $17.4 million on computer services — statewide technology center.
