Tracking the Spend: Health and Human Services’ Top Purchases of IT Services

HHSC spent more than $20 million combined with Deloitte, Conduent and SAP National Security Services in April.

The Texas Health and Human Services Commission (HHSC) spent $8.5 million with Deloitte Consulting in April as part of its purchases of IT services.

HHSC provides oversight and administrative support for Health and Human Services (HHS). HHS also includes the Department of State Health Services.

HHSC spent at least $7 million with Conduent State Healthcare and $5 million with SAP National Security Services in the ITS category.

Here are the commission’s top five April vendors in the category of ITS, according to the comptroller’s “Payments to Payee” visualization. Amounts are rounded up:

  • $8.6 million to Deloitte Consulting LLP, which provides audit, consulting, financial advisory, risk management and tax services
  • $7.1 million to Conduent State Healthcare, which provides health-care systems to help reduce costs, create engagement and advance health equity
  • $5.2 million to SAP National Security Services, which provides secure adoption of SAP services, allowing customers to be in regulatory compliance
  • $4 million to Accenture LLP, which provides management consulting and professional services
  • $2.8 million to the Ground Water Protection Council (GWPC), a nonprofit organization whose members consist of state groundwater regulatory agencies

Regarding specific quarterly expenditures across categories in April, HHSC spent $327.9 million on purchased contracted services, $40.2 million on computer services in the statewide technology center, $40 million in DIR payments to the statewide technology center and $7.9 million in communication services.
