The Texas Department of Motor Vehicles (TxDMV) is searching for a web-based platform for accessing the standard presumptive values of previously owned motor vehicles.

The agency’s request for offers (RFO) lists the Vehicle Titles and Registration Division of TxDMV as the intended recipient of said platform. The division hosts the state’s Registration and Title System, which tax assessor-collectors use to process and calculate motor vehicle sales taxes based on vehicle sales prices.

The agency requires a system that can provide private-party transaction values for all makes and models of previously owned vehicles legally manufactured or imported into the U.S. The system must be capable of handling a minimum of 13,000 inquiries per day with a projected 10 percent growth each subsequent year.

TxDMV also requires downloadable backup software and a database capable of independent operation on agency computers in the event that network connectivity is interrupted.

More detailed information about RFO No. 608-25-95635, including all submission requirements and requests, can be found online. Questions regarding this RFO are due 3 p.m. April 29. The due date for submissions is 3 p.m. May 6. Nhi Ge is the point of contact for this solicitation.
