TxDOT Names William Walsh Procurement Director as Wood Retires

The Texas Department of Transportation (TxDOT) has named William Walsh as the next director of its Procurement Division, succeeding Kenneth Wood as the longtime agency procurement leader retires.

Walsh joined TxDOT on April 15 and oversees the office responsible for procuring goods, non-professional services and automated information systems goods and services. Executive Director Marc Williams announced Walsh’s appointment during the Texas Transportation Commission’s April meeting.

Wood retired in May after serving more than 28 years with the department.

Walsh brings more than 25 years of state government experience, including leadership roles in large-scale public procurement and contracting operations. Before joining TxDOT, Walsh worked at the Texas Department of Family and Protective Services, where he served as deputy director of the Contracts Division for two years and then as division director for more than five years.

His state government background also includes contract and program management roles at the Texas Health and Human Services Commission and the Texas Department of State Health Services.

Walsh holds a master’s degree in counseling psychology from the University of North Dakota and a bachelor’s degree in psychology and sociology from the University of Texas at Austin.

The leadership transition places Walsh in a visible procurement role at one of the state’s largest agencies. TxDOT’s procurement work supports a broad portfolio that includes highway construction, maintenance and transportation programs statewide.
