TxDOT Proposes $394M IT Capital Budget for Upcoming Appropriations Request

The proposed IT capital budget is about $26 million more than what TxDOT was granted for the same expenses in Fiscal Year 2024-25.

The Texas Department of Transportation (TxDOT) on Thursday presented plans for its Fiscal Year 2026-27 legislative appropriations request (LAR), which included a $394 million IT-related capital budget.

The proposed IT capital budget is approximately $26 million more than what TxDOT was granted for equivalent items in the General Appropriations Bill (HB 1) for FY 2024-25.

The Texas Transportation Commission unanimously approved the adoption of the LAR during an open meeting on Thursday.

Included in the IT capital budget are the following items:
  • $167 million for information resource technology acquisitions
  • $140 million for data center consolidation
  • $36 million for cybersecurity
  • $31 million for the Centralized Accounting and Payroll/Personnel System (CAPPS)
  • $19 million for legacy modernization

For comparison, here are the capital budget values for the same items in HB 1:
  • $165 million for information resource technology acquisitions
  • $121 million for data center consolidation
  • $42 million for cybersecurity
  • $24 million for CAPPS
  • $15 million for legacy modernization

The deadline for LAR submissions to the Legislative Budget Board and governor’s office is Sept. 6. According to the proposal, TxDOT anticipates future adjustments in response to the Texas Comptroller’s release of the January 2025 Biennial Revenue Estimate.
