Veteran Technologist Promoted at State Department

The Air Force veteran, who joined state government as an information security manager, is now a deputy chief information officer.

The Texas Department of Motor Vehicles (DMV) has promoted two high-level technologists since spring — naming a new deputy chief information officer and a new chief information security officer (CISO).

The previous chief information security officer, Will Hilton, was promoted to deputy chief information officer about three months ago, according to an agency email.

“Accomplishments during his time as CISO include strengthening the agency security posture by implementing security tools and updating security policies culminating in an improved maturity rating on the latest cybersecurity assessment by a third party,” the email states.

Hilton was CISO of the DMV since June of last year and has been with the state since 2020, when he worked as an information security risk manager at Texas Health and Human Services Department (HHS). He was previously with Capgemini, an IT services and consulting firm.

He is an Air Force veteran, having served from 1996 to 2017, according to his LinkedIn profile, and holds undergraduate and postgraduate degrees from the University of Maryland Global Campus.

Marlin Craig last week announced his move to CISO at the DMV, the state agency responsible for registering and licensing vehicles.

The state’s job description states that this position performs highly advanced information and managerial work, providing direction and guidance in strategic operations and planning.

“As the new CISO at the DMV, my goal is to enhance the agency’s information security program,” Craig wrote via email. “My responsibilities include ensuring the confidentiality, integrity and availability of the agency’s data and information systems. I will work with agency staff to identify and remediate risks to our information resources while supporting our business functions.”

Wendy Barron, the department’s CIO, wrote: “I am very excited to have Marlin join our team. He has a strong cybersecurity background, specifically in state government. I’m looking forward to working with him to continually improve our cybersecurity program here at TxDMV."
