Highlands Consulting was founded in 2002 with the mission of serving California State government. We help agencies plan and procure solutions in accordance with the State’s Project Approval Lifecycle (PAL), standards for BPR, FSR, and RFP development. We identify process improvements and apply the Prosci® standard for organizational change management (OCM).
