Agencies Seek Chief Technology Officer, Product Manager

The California Housing Finance Agency is seeking a CTO to also serve as infrastructure manager, and the Department of Motor Vehicles is seeking a manager for its Digital Transformation Matrix Team.

The California Housing Finance Agency is seeking a person to serve as chief technology officer and infrastructure manager (IT Manager I), being responsible for architecting, designing, implementing and maintaining the agency’s IT enterprise architecture across multiple platforms.

“The incumbent is responsible for the complex mission critical IT infrastructure projects and interacts with other agencies on multi-agency projects or issues and performs as the expert in resolving complex network and mission-critical system problems,” the job posting says. Additional responsibilities of the role include:
  • Management of the agency’s Technical Support Unit (40 percent)
  • Infrastructure and network architecture (30 percent)
  • Organization vision, strategic planning and collaboration (15 percent)
  • Administrative responsibilities (10 percent)
  • Marginal functions including participating in staff meetings, attending training, providing work status reports, handling special projects, and performing other duties as assigned (5 percent)

The California Department of Motor Vehicles is recruiting for a product manager (IT Specialist III) to serve as a member of the Digital Transformation Matrix Team, responsible for leading, building and maintaining relationships with designated business partners.

“The scope of responsibility for the IT Specialist III is guiding the success of a product and leading the cross-functional teams that are responsible for it,” the job posting says. “The product manager is the person responsible for defining the why, when and what of the product that the engineering team builds from conception, build, launch and improvement.”

The incumbent is “responsible for identifying user needs and sourcing IT systems accordingly, creating a rational set of requirements that drive analysis of solution alternatives, design approaches, and cost estimations,” the posting says. The incumbent “requires expertise experience with data systems and an understanding of state IT project planning procedures; leads the identification of system needs and desired deliverables; acts as the liaison between the chief digital transformation officer, vendors, and the IT staff; and is responsible for overseeing projects and activities carried out from the Digital Transformation Office.”

Desirable qualifications for the role include:
  • Platform workflows and configuration, application development, web architecture, and enterprise architecture
  • Experience in working with appropriate programming languages, operating systems, hardware and software, business workflow development, project management, and product management
  • Familiar with modern software development methods, such as agile and DevOps
  • Experience in working with cloud technologies, especially application platform as a service (aPaaS), software as a service (SaaS), and integration platform as a service (iPaaS)
  • Demonstrated ability to document application architecture via road maps and design documents illustrating application design steps, integration processes, and testing procedures
  • Detail-oriented team player who can consistently provide valuable suggestions and solutions in the delivery of products and services for the DMV’s Digital Transformation Office
  • Can think both as a businessperson and a technical expert
  • Experience with identity management software and framework
  • Vendor management
