BreEZe Licensing and Enforcement System Project Update

According to the project timeline, user acceptance testing is forecast for completion in mid-December and the production release is slated to come in early January 2016.

A project status report through Aug. 31 to the Department of Technology says:

  • The Department of Consumer Affairs is continuing to work on a contract amendment for Design, Development and Implementation.
  • Recruitment of new staff is needed to fulfill milestones in a January 2015 Special Project Report.
  • Work continues on system test execution, preparations for user acceptance testing, data conversion and change management activities.
  • The DCA Office of Information Services Maintenance and Operations continues its "limited" support to BreEZe Release 1 clients “due to staffing shortages while maintaining support for existing legacy systems.
Only 10 of the 37 boards and bureaus have moved onto the system so far through Release 1, and the Wave 2 migration is in flight right now. After consulting with the Department of Technology, the Department of Finance and others, DCA has decided that the remaining 19 boards and bureaus won’t migrate and will remain on their legacy systems – at least for now.

DCA told Techwire earlier this year that the intent is to eventually move the remaining boards and bureaus onto BreEZe, either through an entirely new procurement or via more work in-house.

An Assembly bill (AB 507) from Assemblymember Kristin Olsen, R-Modesto stalled last month that would have required DCA to submit to the Legislature an annual report on the status of BreEZe.
