CA Lottery Recruiting for Key IT Roles

The department is seeking candidates for chief information security officer, section manager and senior adviser to leadership.

The California State Lottery is recruiting to fill key tech leadership positions.

The Lottery seeks candidates for chief information security officer (CISO), who will also serve as privacy officer for the gaming agency. This position is classified as IT Manager I. The incumbent will work under the general direction of the Risk and Process Evaluation manager within the Executive Division of the Lottery.

Responsibilities of the role, according to the job posting and duty statement, include:
  • Demonstrable leadership competencies in the management, mentorship and development of staff. Develop, inspire and empower staff to ensure their success in their role of information security.
  • Develop, implement, manage and maintain all necessary information security and privacy policies, standards and procedures required for a comprehensive information security and privacy protection program.
  • Manage and maintain the implementation and compliance of the information security and privacy policies, while leading compliance audits as needed.
  • Demonstrate excellence in conducting vulnerability and risk assessments to identify security and privacy risks and completing a gap analysis.
  • Demonstrate a high level of understanding related to network security, system hardening, access controls and identity management.

Essential functions of the role include information security and privacy program management (40%); risk management (20%); security incident management (20%); planning and architecture (15%); and other duties (5%). The CISO has daily contact with all levels of personnel up to executive management within the Lottery and with outside consultants, vendors, business partners, state entities and other lottery programs, the duty statement notes.

The position has a monthly salary range of $8,591 to $11,512, and the application deadline is Aug. 24.

The Lottery is also seeking candidates for section manager (IT Manager I) to oversee the Gaming Vendor Management Unit. Responsibilities include “setting and implementing (IT) processes and standards; formulating and executing long-range vision and objectives; and aligning and reviewing implementation and conformance of the unit with organizational policies and objectives,” the job posting says.

Specific duties of the manager, according to the posting and duty statement, accessible via the job posting, include:
  • Provide strategic direction, guidance, technical expertise, decision-making, mentoring and support to build and supervise high-performing teams.
  • Develop organizational structure and functional roles and responsibilities for gaming vendor management and oversight.
  • Collaborate with internal stakeholders including IT and business resources to develop best practices for gaming vendor management, gaming services and technical oversight.
  • Serve as the point of contact for incident management and customer support between external vendors, Lottery management and stakeholders that use gaming services and solutions.
  • Collaborate with other IT Services Division (ITSD) managers within the division, management resources within the division, business partners and vendors, to advance the goals and objectives of the California State Lottery IT Strategic Plan to achieve business value and outcomes.
  • Manage relationships between gaming system vendors and Lottery’s business areas.

Desirable qualifications include:
  • Demonstrated leadership skills including the ability to engage, inspire, empower, develop, and mentor staff.
  • Expert knowledge of time management techniques to provide for efficient prioritization and completion of competing work assignments for self and subordinate staff.
  • Excellent interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
  • Excellent written and verbal communication skills with ability to clearly communicate difficult messages and influence opinions of teams, stakeholders, leaders and executives, adapting style to various audiences.
  • Proficient understanding of project management principles, practices and frameworks to drive complex initiatives, efforts and projects to successful outcomes.
  • Possess strong skills in leading and directing service management and customer support of the application.
  • Experience in leading and directing contract management, vendor management and project oversight activities.

The monthly salary range for this position is $8,591 to $11,512, and the application deadline is Aug. 7.

The Lottery is also seeking a senior technical adviser (IT Specialist III) to provide expert-level support and to lead and influence the strategic direction for complex efforts and critical projects in the areas of technology management, business strategy, IT governance and enterprise architecture.

The adviser “will serve as a technology generalist providing expert adviser-level support to lead and influence the technical and strategic direction of ITSD and acting as a representative of the Lottery for internal and external contacts,” the job posting says. “This is a high-level and critical position that reports directly to the deputy director and CIO.”

Desirable qualifications for this position include:
  • Excellent written and verbal communication skills, experience conducting briefings and presentations to all levels, and strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
  • Demonstrated experience in the development and implementation of policies, procedures, standards, and processes.
  • Expert knowledge of project management methodologies, principles and practices.
  • Experience performing analysis of complex business problems, making recommendations and implementing business process improvements.
  • Demonstrated experience performing critical analysis and providing recommended alternatives.
  • Expert knowledge and experience in contract and vendor management including the oversight of complex contract and vendor management functions.
