Security and Operations Manager

The CalSAWS security and operations manager role is a senior leadership position responsible for ensuring the security, performance and operational stability of a complex multicounty eligibility system that supports public assistance programs statewide. The manager will lead a team of technical security analysts and act as the product owner for Identity and Access Management (IAM), focusing on protecting sensitive data, enhancing system resiliency and aligning operations with federal and state security standards.
Key responsibilities include directing operational and security activities, ensuring compliance with service-level agreements and technical architecture standards, and overseeing system change reviews. The role requires close coordination between security, infrastructure and development teams, as well as managing incident response and recovery activities aligned with industry best practices such as NIST SP 800-53 and ISO 27001. The incumbent will define the IAM vision and road map, oversee life cycle management, role-based access control, multifactor authentication and privileged access.
