The RFP calls for vendors able to make improvements to the Board of Parole Hearings’ Information Technology System (BITS) and the Board's Document Management System (BDMS). Both systems are “pivotal in ensuring the efficiency, effectiveness, and compliance of the parole proceeding and management processes,” the solicitation reads.
“The contracting services encompass a wide spectrum of tasks and functions, each contributing to the overarching goal of BITS/BDMS to meet evolving legislation, business, and technical needs,” the RFP reads.
The BDMS is essential to the parole process in that it contains all “BITS workflow documents and received correspondence associated with an incarcerated person,” according to the solicitation.
CDCR and the California Highway Patrol were the two most prolific buyers of technology goods in the 2023-24 fiscal year, accounting for 10 of the largest purchases totaling more than $75.2 million.
For CDCR, those purchases included:

- $7,242,933 for “Computer Equipment — Computers”
- $6,794,801 for “Educational or reference software”
- $6,576,113 for “Computer Equipment — Computers — Desktop computers”
- $5,832,992 for “Network service equipment — Network switches”
