The Department of Child Support Services (DCSS) is seeking a chief information officer (Career Executive Assignment) who will also serve as deputy director of the Technology Services Division (TSD). The CIO will participate in program planning; policy formulation, evaluation, and implementation; organizational coordination and control; and fiscal and personnel management.

According to the job posting, the CIO ensures that the department’s IT systems comply with federal and state requirements and oversees the management of the department’s core IT system, the Child Support Enforcement System (CSE). Desirable qualifications for this role include:
  • Experience developing and implementing organizational strategic goals and objectives, integrating emerging technologies to drive innovation and improvements, maximizing employee and program performance, and increasing technology service offerings.
  • Experience preparing proposals and other documentation for federal, state and local agencies as well as legislators and other stakeholders on emerging and ongoing complex IT issues.
  • Experience leading and directing a broad, complex, innovative, productive and responsive IT service organization and the ability to develop a compelling and tangible vision to inspire a team and stakeholders.
  • Experience ensuring that technology standards, policies and processes are established and followed, superior data security and privacy standards are adhered to, and the organization is in compliance with California State Government Code, State Administrative Manual (SAM), State Information Management Manual (SIMM) and California Department of Technology related to IT.

The Employment Development Department (EDD) is seeking a chief (Career Executive Assignment) to oversee the Infrastructure Services Division and to provide “strategic and tactical technical direction and cross-domain expertise at deep technical levels.” The chief directs and evaluates the activities of highly technical IT staff to resolve hardware and software problems timely and accurately.

According to thejob posting: “The incumbent establishes policy, [and] plans, organizes and directs the overall operation of the Employment Development Department’s (EDD) technology infrastructure. This includes developing, maintaining, supporting, and optimizing multiple critical and highly complex IT disciplines, particularly network infrastructure, server infrastructure, data communications, telecommunications and enterprise systems, both private cloud and public cloud environments.”

The chief will serve as a member of EDD’s executive staff, providing “critical and sensitive recommendations to the CIO and other EDD senior managers, including policy development on the direction and effective application of IT to meet EDD’s business goals and objectives,” the posting says. “This position has extensive decision-making authority and directs the most critical and complex projects related to infrastructure initiatives.”

The Department of Social Services (DSS) is seekinga contract and procurement supervisor (IT Supervisor II) for the Information Systems Division, overseeing “the most complex, high-risk and highly visible IT contracts with critically tight schedules, complex stakeholder and high visibility.”

The Information Systems Division works with programs and county agencies to provide solutions to systems that assist families with access to essentials such as medical services, care providers, groceries and transportation.

Desirable qualifications for this role include:
  • Excellent analytical skills with demonstrated ability to work independently, think logically and creatively, apply a range of analytical and research tools, identify gaps and opportunities for improvement, make sound recommendations, and develop business requirements based on the recommendations.
  • Experience leading large meetings and using strong verbal and written communication skills to present information to all levels of stakeholders, including management, business and technology staff, and solution partners, to prepare and present written recommendations, and to report project information accurately and timely.
  • Strong working knowledge and experience in business process improvement and project management technical skills (Business Process Management and Continuous Improvement methodology, Lean, Six Sigma, and Agile).
  • Experience gathering, identifying, and analyzing business, functional, and technical system requirements.
  • Experience using Microsoft Office Suite, MS Teams, Visio, and SharePoint, and data visualization tools such as Tableau.
