CISO, CTO, Architect Positions Among State Department Recruitments

Positions are open within the Financial Information System for California, the Department of Financial Protection and Innovation, the Department of Community Services and Development and the Employment Development Department.

Departments in state government are recruiting for key executive roles in technology, including chief information security officer and chief technology officer.

The Financial Information System for California (FI$Cal) is seeking a chief information security officer (IT Manager II) to oversee the Privacy, Information Security and Compliance program, “holding executive management responsibility for all sensitive data and systems,” according to the job posting. “The duties of the ITM II include ensuring compliance with regulations, managing risks to protect data confidentiality and privacy rights, and safeguarding the integrity and availability of these information systems.”

The CISO reports to the chief information officer and oversees the work of consultants and partner staff. Desirable qualifications for the position include a bachelor’s degree in information technology, computer science, information security, engineering, software development or cybersecurity, and CISSP, CISA and CISM certifications.

The Department of Financial Protection and Innovation (DFPI) is seeking a chief information security officer (IT Manager I) to manage the staff in the Information Technology Security Unit and be responsible for the development, implementation and maintenance of department policies and procedures ensuring IT security oversight.

Among the prime responsibilities, according to the job posting and duty statement, are:
  • Ensuring that the Information Technology Security Unit is proactively monitoring information security-related products and services for signs of potential suspicious or malicious activity at DFPI headquarters and remote sites and taking appropriate remediation steps if necessary.
  • Ensuring an immediate response to all alerts from information security-related products and services and coordinating the potential problem evaluation and proper remediation steps.
  • Serve as the primary DFPI contact for security and privacy program audits and assessments conducted by California state oversight agencies and third-party contractors. Review findings and develop corrective action plans to address any non-compliance issues documented in the reports.

Desirable qualifications for candidates include:
  • Experience in areas related to the development and management of an organization’s information security program
  • Experience as a technical specialist in the information security field, including compliance, incident response and implementing mitigation strategies
  • Working experience giving formal presentations to executive-level audiences

The Department of Community Services and Development (CSD) is seeking a chief technology officer (IT Manager I) to oversee the department’s Application Support and Infrastructure Support domains, which include the maintenance and operation of existing IT systems as well as the technical assessment, development and daily oversight of new application development initiatives.

CSD’s mission is “to administer and enhance energy and community service programs that result in an improved quality of life and greater economic security for low-income Californians.”

The CTO reports to the chief information officer and directly supervises a team of IT specialists. Duties of the role, according to the job posting and duty statement, include:
  • Assist the CIO by addressing the day-to-day technical operational oversight of the ITS organization and ensuring consistent daily on-site technical expertise at the managerial level. Serve as a chief adviser to the CIO and the directorate on department policy decisions addressing ITS issues.
  • Establish goals and objectives aligning with the department’s strategic plan and develop action plans to ensure they are accomplished within prescribed timelines. Organize staff and work for optimum outcomes.
  • Provide leadership, direction, technical vision, support and timely performance feedback to subordinate IT staff. Provide direction, guidance and training on recruitment and hiring strategies and processes to attract qualified talent to the department and advance the most qualified applicants for job offer consideration.
  • Represent the department as needed with the Department of Technology, the California Governor’s Office of Emergency Services, contractors and vendors. Attend meetings and conferences to maintain business relationships and seek opportunities to advance department objectives.

The Employment Development Department is seeking a lead functional architect (IT Specialist III) to oversee the development of functional business requirements and traceability of requirements through design, development and testing in support of the EDDNext modernization project. “This position will support and enhance existing systems and development requirements for new systems that will be released under EDDNext,” the job posting says.

Desirable qualifications for the position include:
  • Strong writing, analytical, and research skills with the ability to compose accurate, concise and detailed written determinations and proposed decisions.
  • The ability to communicate professionally and effectively and to negotiate credibly and persuasively with a variety of stakeholders.
  • Possess the ability to lead, supervise, coordinate, train, motivate, appraise, and develop staff.
  • Demonstrate the ability to handle multiple priorities simultaneously and effectively.
  • Possess extensive knowledge and experience in classification and pay administration, with a good understanding of personnel and performance management.
