Closer Look: CDCR's $177.7M IT Spend Over Two Years

The California Department of Corrections and Rehabilitation spent about $177.7 million in IT goods, services and telecom during the 2016-17 and 2017-18 fiscal years. That included about 4,000 purchase orders spread over 24 months, with the most orders in July 2016. The next month, August 2016, had the fewest purchase orders made, at 93.

The largest monetary portion of those orders came under statewide contracts — previously negotiated terms with vendors over a set period of time, which can be competitively bid. Statewide contract purchases represented almost a quarter of the spend at $63.8 million. The next-largest chunk of money was spent in competitive bids. Just under 50 percent of the total spend was through those two methods.  

Just under half of the $177.7 million was spent on IT goods. In all, $60.4 million was spent on IT services, and $30.1 million was spent on telecom.

FY 2016-17 had a $46.4 million spend, with more than half going to IT goods, about $10 million going to services, and $9.7 million being spent on telecom. The department spent $131.3 million in FY 2017-18  about $60 million in goods, around $50 million in services and a little more than $20 million in telecom.
