The Judicial Council of California and the Courts of Appeal are seeking a vendor to build an interactive self-help and learning website.

The Judicial Council of California and the Courts of Appeal are seeking a vendor to build an interactive self-help and learning website.

The site will be geared toward attorneys, self-represented litigants, law students, paralegals and educators. It will guide these groups through the steps and forms required to appeal a case.

The site should allow for account creation and identity management. It will include a learning content management platform with instructional overlays for forms and document templates. An interactive learning resource center and timelines must also be provided. Online chat and electronic signing will be built in. All resources must be multilingual.

The system must be on a hosted cloud platform or interoperable with the current Azure system.

The contract is estimated to run from Dec. 1, 2017, to Aug. 30, 2019.

Bids are due Oct. 13.
