The state Department of Managed Health Care is recruiting for three open IT positions with "a newly energized and highly innovative team, eager to embrace new technologies to effect digital transformation (innovation and creativity)." The application deadline for all three positions is Friday.

An IT Specialist II is sought for Quality Assurance, and the job description includes the following: "Under the general direction of the Chief of the Enterprise Application Development Division of the Office of Technology and Innovation (OTI), the quality assurance specialist will lead project team members in defining test strategies in various stages of the software development life cycle for web applications, web services, COTS, and SaaS. During project execution, the candidate leads business analysts, developers, and stakeholders in developing test plans, test cases, and test execution plans in accordance with requirements and in order to perform testing and report test results."  

The salary range for this position is $78,192 to $104,784. The skills required for this position include:

  • Professional Certification in Software Quality Assurance, such as CSQA, CSQE, CAST, ISTQB, ASTQB or equivalent.
  • Functional knowledge of the Waterfall, agile and hybrid (WAgile) Software Development Life Cycle (SDLC) methodologies.
  • Knowledge of various testing methodologies such as functional, unit, regression, system, performance, user acceptance testing, etc.
  • Ability to interpret software requirement specifications, user stories and/or requirements traceability matrices and translate them into test cases that represent customers’ needs.
  • Experience implementing test scripts in C# or using automated testing tools such as Selenium, HP Quality Center, etc.
  • Experience with leading software quality assurance programs for applications constructed within the Microsoft .NET framework (ASP.Net, C#, MS SQL server).
  • Experience with ASP.NET MVC, AngularJS, Bootstrap, jQuery a plus.
  • Experience using code repository and centralized requirements tools such as TFS and/or GitHub.
