Department of Technology to Facilitate Vendor-Hosted Services

CDT will offer software through vendor-hosted subscriptions, starting with the learning management system.

The California Department of Technology is working on a learning management system (LMS) that it will offer to state entities for tracking employees' professional development.

The program offers several state-approved vendors for off-the-shelf solutions that report and administer training courses and data-sharing based on a unique employee identification. The vendor-hosted subscription services (VHSS) reduce overhead for the departments.

The contract awards are complete and vendor certification is in progress. The vendors have to be compliant with National Institute of Standards and Technology 800-171 and DGS Cloud Computing Services and Special Provisions. Techwire will have more specifics on the awards as the process continues.

Attaching training information to an identifier will allow employees to create a centralized resume and documentation of experience that will follow them throughout their career.

The service standardizes data-sharing across the state’s learning systems, offering more security and compliance tracking.

Using the department’s offering will decrease cost by harnessing a pay-per-use model and consolidating license prices under one contract. It will also streamline upgrades, since the software-as-a-service provider handles those.

The department can customize the system but this could include separate contracts and fees.

The VHSS also provide:

  • Service fulfillment.
  • Contract management.
  • Service management.
  • Vendor management.
  • Vendor invoice receipt, review, approval and payment.
  • Procurement process including contract negotiations, purchase order generation and contract renewals.
  • Software subscription tracking and renewal by customer.
  • Essential administrative activities in support of the above functions.
