Departments Recruit for Bureau Chief, Mobile App Specialist

The California Department of Insurance is seeking a chief to oversee the Business Technology Management Bureau, and the California State Lottery is seeking a mobile app developer.

Departments in state government are recruiting for an IT manager and an IT specialist.

The California Department of Insurance is seeking a chief (IT Manager II) for the Business Technology Management Bureau to serve as an executive-level business technology manager.

According to the job posting, the chief will formulate strategies and policies pertaining to policy development, the IT budget processes, IT procurement, IT requirements and business analysis, project planning and control, IT resource management and resolution of administrative/legislative issues. In addition, the chief will coordinate with the Office of the State Chief Information Officer (CIO).

“The incumbent must justify, defend, negotiate and settle matters involving significant or controversial issues,” the posting notes. According to the posting and duty statement, desirable qualifications include:
  • Strong project and portfolio management skills
  • Extensive procurement, contract management and IT governance experience
  • The ability to work with diverse stakeholders to ensure projects and products meet strategic needs
The role has a monthly salary range of $10,734 to $13,048, and the application deadline is June 13.

The California State Lottery is recruiting for a senior mobile developer (IT Specialist II) to “strategically engage in the design, development and implementation of mobile and digital applications,” supporting the Lottery’s business and technology strategies.

“The incumbent is responsible for architect, design, development, integration, implementation and governance of native, responsive web and hybrid applications for the digital and mobile applications,” the job posting says. “Additionally, [the developer] creates, enhances and maintains the digital and mobile app software solutions using various programming languages to meet department requirements and expectations with regards to meeting the Lottery’s short- and long-term profit goals.”

Desirable qualifications, according the posting and duty statement, include:
  • Excellent written and verbal communication skills, experience facilitating meetings, briefings and presentations to all levels, and strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters
  • Expert knowledge of mobile application development, including Android and iPhone Operating System (iOS)
  • Demonstrated experience with Android Studio, Google Android Software Development Kit (SDK), Java, Kotlin, JSON, JavaScript, C#, C++, XML, Xcode, or Swift to architect, design, develop, implement and maintain digital and mobile applications
  • Demonstrated experience developing and integrating application programming interfaces (APIs) with mobile applications
  • Demonstrated experience with commercial off-the-shelf (COTS) tools such as Adobe Campaign, Microsoft DevOps, Google Analytics and Firebase Analytics
