Departments Recruiting for Chiefs, Data and Infrastructure Architects

The positions are in the Employment Development Department and the California Department of Transportation.

Two large departments in state government are recruiting for specialty positions in leadership and architecture.

The Employment Development Department (EDD) is seeking a chief (Career Executive Assignment) for the Product Development Division who will oversee the development, support and maintenance of EDD’s public and internal-facing applications. In addition, the chief will be responsible for enterprise-wide testing for the Unemployment Insurance, Disability Insurance, Workforce Services and Tax Collection systems.

The chief will serve as a member of EDD’s executive staff and the IT branch executive team, participating in executive-level policy- and decision-making, according to the job posting. The chief is also responsible for the recruitment, training and retention of skilled staff and the mentoring of subordinate division management.

EDD is also seeking a chief (Career Executive Assignment) for the Application Services Division to oversee the support and maintenance of EDD’s mainframe systems, document technology services and the department’s public-facing websites.

The chief will also serve as a member of EDD’s executive staff and the IT branch executive team, participating in executive-level policy and decision-making regarding the direction and effective application of IT to meet EDD’s business goals and objectives, according to the job posting. The chief is responsible for the recruitment, training and retention of skilled staff and the mentoring of subordinate division management.

The California Department of Transportation is recruiting for a data architect (IT Specialist III) to advise leadership on formulating IT strategy, policy and governance for Caltrans’ current and emerging technology portfolio.

“The data architect acts as a technical lead and solution architect, primarily responsible for designing efficient and complex data design, data management, data sharing and data reporting needs within the division, implementing data solutions to meet enterprise business objectives,” the job posting says. “The incumbent possesses a wide and deep practical technical knowledge base, which includes emerging ‘cutting-edge’ technologies. The incumbent is recognized as a subject matter expert in their area of specialization, exhibiting a mastery level of team leadership qualities, and directs the most critical/complex projects.”

In addition, the posting says, “The incumbent performs duties related to the architecture, development, integration, operation and maintenance of infrastructure and software systems including user research, user-centric design, development or configuration, testing, and implementation.”

Caltrans is also recruiting for a senior infrastructure architect (IT Specialist III) to perform “at the highest technical level” and act “as the technical expert adviser to management for the Infrastructure Management Division and supporting Caltrans enterprise network and Traffic Operation network.”

“The incumbent works collaboratively with management and staff to provide technical leadership and expertise to drive the department’s use of enterprise data center infrastructure technology toward constant improvements,” the job posting says. The role encompasses architecture, design, implementation and maintenance for systems across enterprise platforms and data center technologies, including the Operations Technology network and Transportation Management Centers statewide.
