Departments Recruiting for CTO, Deputy CIO, Deputy Director

The positions are in the California Department of Parks and Recreation and the Office of Technology and Solutions Integration, which is part of California Health and Human Services.

Departments in state government are recruiting for key leadership positions in technology.

The California Department of Parks and Recreation (CDPR) is seeking a chief technology officer (IT Manager II) to drive innovation, optimize efficiency, maintain security and align technology initiatives with the organization’s goals.

The CTO “serves as the point of contact for the technology infrastructure, software development and IT service delivery and will define technology strategies, ensure smooth IT operations, select and manage the technology stack, oversee software development lifecycles, manage infrastructure resources, and provide IT support to the department,” the job posting says. The CTO reports to the chief information officer.

According to the job posting and duty statement, the duties of the role include:
  • Branch manager: Manage and direct staff engaged in software development and utilization; provide IT support for department operations; and provide guidance, set performance goals and foster a culture of innovation and collaboration (40 percent).
  • IT core services: Align technology initiatives with business goals, identify emerging trends, assess the impact of new technologies, and make informed decisions on technology investments (35 percent).
  • IT planning and administration: Assist in budget planning and financial management related to technology investments, infrastructure upgrades, software licensing and maintenance contracts; work closely with the CIO and agency chief information officer to ensure cost-effective technology solutions and monitor expenses (20 percent).
  • Professional competency: Attend appropriate seminars, conferences and training to maintain a level of professional competency in the IT field. Keep up to date by reading technology periodicals and email updates. Perform other related duties that are within the scope of this classification, as required (5 percent).

The position has a monthly salary range of $10,421 to $12,668, and the application deadline is Dec. 15.

CDPR is also seeking a deputy chief information officer (IT Manager II) who will serve as the point of contact for IT administration, projects and procurement. The deputy will also serve as the technical sponsor for all enterprise IT projects within the department. In addition, the incumbent will act as an enterprise-wide liaison with its control agencies (the California Department Technology, the Department of General Services and the Department of Finance) as well as internal and external management.

The deputy will work closely with the chief information officer, the chief technology officer and the chief information security officer to formulate and implement IT strategic plans, road maps, policies, standards, and process improvements for DPR’s business applications and data management solutions, according to the job posting.

Functions of the position, according to the posting and duty statement, include:
  • Section management: The incumbent has responsibility for the analysis, design, procurement, implementation, maintenance and operation of DPR’s enterprise business applications and data management service and IT administrative operations (40 percent).
  • IT project intake, management, oversight and reporting: Be responsible for facilitating and managing IT Governance Committee meetings and programs; formulate, recommend and implement departmentwide policies that have a significant impact on all business programs; and serve as the expert in the development and implementation of IT project management oversight procedures to support all IT projects and efforts (35 percent).
  • IT policy and administration: Plan, organize and direct the work of multidisciplinary professional and administrative staff; gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters; and develop cooperative working relationships with representatives of all levels of government, the public, the media, and the legislative and executive branches (20 percent).

The Office of Technology and Solutions Integration (OTSI), part of the California Health and Human Services Agency, is seeking a deputy director/project manager (Career Executive Assignment) to improve the efficiency and effectiveness of OTSI and the overall success of the IT project portfolio. “The incumbent will also manage stakeholder involvement and representing the OTSI with the Legislature and with governmental, public and private agencies, as well as testify in legislative hearings,” the job posting says.

“The incumbent must understand the criticality of the relationships between budgets/fiscal operations and all aspects of administrative operations such as the development of complex spending plans, tracking of critical contractual term dates, creation of successful feasibility studies and Budget Change Proposals, and legislative analyses of proposed legislation,” the posting says.

Desirable qualifications, according to the job posting and duty statement, include:
  • Directing and providing oversight of the entire development life cycle to ensure consistency and continuity in managing large-scale IT procurement, development, implementation, and operation efforts.
  • Leading and managing organizational change including the ability to develop and maintain effective teams and build staff capacity.
  • Familiarity with the state’s budget/fiscal arena, including an understanding of the relationships between budgets/fiscal operations and all aspects of administrative operations such as the development of complex spending plans, tracking contractual term dates, and the creation of funding documents.
  • Developing, coordinating and implementing policies and IT standards with state, federal and local entities.
  • Developing and maintaining working relationships with executives, managers and staff from diverse program areas and across all levels of government.

The position has a salary range of $11,102 to $13,226, and the application deadline is Dec. 15.
