The Office of Systems Integration (OSI), part of the California Health and Human Services Agency, is seeking a chief of procurement and product management (IT manager II).
The chief is responsible for about $1 billion worth of contract management and procurement activities for the California Healthcare Enrollment, Eligibility and Retention System (CalHEERS) IT system integrator contract, including planning, solicitations, amendments and support contracts, according to the OSI job posting.
The chief “provides project management of the full procurement lifecycle and requires the highest level of technical and communication skills to represent the project,” according to the duty statement for the position. “The ITM II also manages all contract management, oversight, including fiscal and quality assurance, and the procurement of support contracts and coordinates with the fiscal manager in preparing expenditure budget for the procurement of project equipment, hardware, software and services. This position has full and total management responsibilities for planning, organizing, coordinating and reviewing the activities of the Procurement and Contract Management Unit.” The chief also “directs a highly complex interdepartmental IT project where the work is the most critical and sensitive,” the duty statement notes.

The California Department of Technology (CDT) is recruiting for a master-level infrastructure architecture lead (IT manager II) to oversee the evaluation and recommendation of enterprise technology systems and standards.
According to the job posting, the chief is “responsible for having a deep and thorough understanding of IT services, software, hardware, and technology stacks that cross many vendors to support the stabilization of critical IT services within the state. Responsibilities of this position will perform triage diagnostics on critical IT services, recommend stability-based corrective actions, and deliver triage consulting services. Components of the technical stack to be assessed shall include application suites, database, middleware, operating system, hardware, and monitoring solutions.”
Desirable qualifications include:
- Extensive project experience architecting, documenting, migrating and deploying IT solutions.
- Excellent verbal and written communication, time management, presentation and organizational skills.
- Hands-on, technical subject matter expert with the ability to propose, present and influence architectural design ideas to executives and technical management and work with customers’ developers, architects and technical management.
- Identify key trends and emerging technologies that can enhance or impact the solution architecture to maximize the value of the state’s infrastructure, cloud and hybrid offerings.
- Extensive knowledge and practical application experience working in advanced software-defined network concepts, cloud computing, and platform-as-a-service methodology.

CDT is also recruiting for a senior manager (IT manager I) to work under the manager of the Security Operations Center (SOC) and provide “the technical and managerial guidance for the design and implementation of the ongoing development, maintenance, and support of production security systems and services managed by Security Solutions,” the job posting says.
The incumbent will be part of the management of CDT’s Security Solutions Engineering and Administration groups, ensuring that the appropriate security monitoring, compliance and controls are established and operational for the computing and network services used by CDT and provided to CDT customers.
The manager “is responsible for working with technical subject matter experts, all management levels, which includes CDT and other state entities, to develop, implement, and maintain appropriate vulnerability assessments, remediation, and compliance as well as respond to security incidents,” the job posting says. The manager “must develop and maintain expert level and current knowledge of relevant IT security infrastructure and technologies utilized by the SOC, knowledge of applicable state/federal and industry regulations and best practices with respect to information security, understanding of department and information security policies and procedures, and of vulnerability and threat management technologies, products, practices and processes.”
