Departments Recruiting for Research and Discovery Manager, Section Chiefs

Three state agencies are seeking candidates for IT leadership positions.

TheCalifornia Office of Digital Innovation (ODI) is recruiting for a research and discovery manager (Career Executive Assignment) who will be responsible for developing and maintaining the policies and procedures for ODI’s user-focused research and discovery practices.

“In this role, the incumbent manages a multi-disciplinary team of researchers and analysts,” the job posting says. “The incumbent is a leader in establishing user research as a commonly applied practice in state government. The incumbent plays a significant role in the decision-making and development of priorities, policies, and practices pertaining to projects, strategic planning, technical direction, resource management, and program delivery.”

The list of desirable qualifications includes:
  • Demonstrated knowledge of state policies, rules and standards for state IT and digital services practices;
  • Experience in recommending, developing and implementing policies and procedures and taking effective action;
  • Program administration experience communicating with executive-level management, other state agencies, legislative staff, industry and local governments;
  • Managerial experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success among stakeholders across multiple disciplines;
  • Strong leadership and management team experience demonstrating an ability to create clear goals and expectations, encourage leadership, and use sound judgment in managing complex and varied programs;
  • Ability to gain the confidence and support of executive leadership and provide effective advice on regulatory and administrative matters and policies; and
  • Experience with forecasting and managing a division’s budget.

The California Department of Motor Vehicles is seeking a “highly motivated and innovative individual” to serve as section chief (IT manager II) leading the Vehicle Registration (VR) Product Section, part of the department’s Enterprise Applications Branch.

The incumbent will serve on the Information Systems Division’s senior leadership team and will lead multi-disciplinary teams that provide high-level administrative oversight for critical projects, according to the job posting.

“The incumbent should have experience in workforce and succession planning; expanding talent recruitment efforts; modernizing core business applications with current technology; and implementing new technology to meet the future needs,” the posting and duty statement say. “The incumbent is an inspirational leader responsible for developing and guiding project teams to become highly efficient and effective team members.”

Desirable qualifications include:
  • Demonstrated leadership experience in project management, procurement, contract management, budget and reporting, human resources, change management principles, strategic planning, and customer relations.
  • Demonstrated experience in managing a large multidisciplinary organization.
  • Knowledge of or experience in agile methodology for software development.
  • Demonstrated experience in enterprise process and policies for service delivery of major programs.
  • Demonstrated knowledge of state laws, rules, policies and procedures with a demonstrated effectiveness in implementing initiatives and policies.

The position has a monthly salary range of $10,167 to $12,359, and the application deadline is May 31.

The California Employment Development Department is seeking a section chief (IT manager I) for its Accounting and Compliance Enterprise System (ACES) Application Section.

“This position involves overseeing projects and activities supported by the section, including enhancing the ACES application and guiding EDD when adopting new tools and technologies,” according to the job posting and duty statement. “The incumbent will provide oversight and guidance to section staff to ensure that staff properly execute their duties and are aligned with EDD’s business vision and objectives.”

Desirable qualifications for this position include:
  • Strong writing, analytical and research skills with the ability to compose accurate, concise and detailed written determinations and proposed decisions;
  • The ability to communicate professionally and effectively, both verbally and in writing, including the ability to negotiate credibly and persuasively, with a variety of stakeholders;
  • The ability to lead, supervise, coordinate, train, motivate, appraise and develop staff;
  • Demonstrated ability to handle multiple priorities simultaneously and effectively;
  • A strong ability to research, understand, interpret and articulate applicable laws, rules and regulations and provide clear, concise and effective written actions and documentation to support decisions.
