Departments Recruiting for Section Manager, Project Director

The California Department of Motor Vehicles and Covered California are seeking to fill leadership vacancies.

Two departments in state government are recruiting for tech professionals to serve in manager and director roles.

The California Department of Motor Vehicles is seeking a director (Career Executive Assignment) to head the Modernization Project Office, providing “executive and strategic leadership to direct, manage and support DMV’s modernization projects with updated technology broadly supported by the industry,” according to the job posting.

The director will recommend, develop and administer DMV’s modernization applications and infrastructure and will direct the formulation and implementation of new technology services to meet the department’s future needs. Candidates are asked to provide the following:
  • Describe your experience in formulating and implementing policy related to statewide IT business processes and programs.
  • Describe an enterprise IT modernization project where you directed, analyzed and developed complex project plans and budgets to ensure the project was completed on time and within available resources. Explain the project, budget, your role and the steps you took to achieve a positive outcome.
  • Describe your experience in reviewing operational performance as it pertains to meeting specific objectives and goals, and your demonstrated ability to train staff on changes to policies, procedures and laws.
  • Describe your demonstrated ability to collaborate with stakeholders to develop and implement policies that provide guidance to ensure the projects that you are working on will have a successful outcome and what would be your mitigation strategy if the intended outcome is not successful.
  • Describe your ability to establish and maintain effective working relationships on behalf of the department with representatives from all levels of government, various organizations and the public.
  • Describe your demonstrated decision-making abilities, including your demonstrated ability to analyze and solve complex problems and issues and your demonstrated ability to make decisions involving varied levels of ambiguity and risk.
  • Describe your educational background, primary course of study and how they relate to the duties of this position.

The director reports to DMV’s chief information officer. More information is available in the duty statement. The position has a monthly salary range of $10,831 to $12,903, and the application deadline is Dec. 9.

Covered California is recruiting for a manager (IT manager I) to oversee the Information Security Section and to plan, manage, direct and oversee all aspects of various IT projects that include a wide variety of functions, information systems, technology development, planning and consulting, and systems integration.

“You will thrive in this role if you are a collaborative leader with experience in managing all activities associated with the department’s information security program,” the job posting states. “In addition, you have attained a reputable industry-related certification such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), or GIAC Security Leadership.”

Desirable qualifications for the position include:
  • Experience in managing all activities associated with the department’s information security program;
  • Experience leading, managing and evaluating technical teams;
  • Experience in developing and adoption of information security policies, procedures and standards;
  • Advanced knowledge of information security technologies, tactics and trends;
  • Experience managing information security risk programs including mitigation, assessments and audits;
  • Experience developing and executing information security tests including penetration tests;
  • Experience in developing information security awareness training.
