Departments Recruiting for Specialty Architect, Senior Developer

The Employment Development Department is seeking a storage, backup and recovery architect, and the California State Lottery is recruiting for a senior mobile application developer.

Three state departments are recruiting for specialty roles in technology.

The Employment Development Department (EDD) is seeking a storage, backup and recovery architect (IT Specialist III) to serve as a specialized technical adviser and contribute to the development and formation of policy, practices and standards related to enterprise technology.

According to the job posting, the incumbent:
  • Provides expert-level technical guidance and strategic direction to IT executive management and other technical direction to IT specialists/subject matter experts to establish recovery plans and resource acquisition methodologies; plan and direct recovery exercises; as well as management of related IT budgets and development of annual program agendas and recovery improvement metrics.
  • Has extensive decision-making authority and directs the most critical and complex projects, including the development of enterprise architecture, providing strategic and tactical technical direction supporting storage, backup, disaster recovery (DR) and cross-domain expertise at a deep technical level.
  • Develops an enterprise-wide DR program including the formulation of DR strategies and policy. Provides expert-level technical guidance and strategic direction to IT executive management and other technical direction to IT specialists/subject matter experts to establish storage, backup, and recovery plans and resource acquisition methodologies. Plans and directs DR exercises, management of related IT budgets, development of annual program agendas and creation of recovery improvement metrics.
  • Provides leadership and mastery-level expertise and support in the evaluation, testing, design, and implementation of hardware, software, network, and cloud solutions for the enterprise storage, backup, and data protection infrastructure.

The California State Lottery is seeking a senior mobile developer (IT Specialist II) to “strategically engage in the design, development and implementation of mobile and digital applications,” supporting the Lottery’s business and technology strategies.

“The incumbent will serve as architect to ensure solutions align with strategies, conform to Information Technology Services Division (ITSD) architecture, meet business requirements using best practices while complying with and meeting current and future accessibility guidelines and any other state and federal accessibility requirements,” the job posting says.

Desirable qualifications, according to the posting, include:
  • Excellent written and verbal communication skills; experience facilitating meetings, briefings and presentations to all levels; and strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
  • Expert knowledge of mobile application development, including Android and iPhone Operating System (iOS).
  • Demonstrated experience with Android Studio, Google Android Software Development Kit (SDK), Java, Kotlin, JSON, JavaScript, C#, C++, XML, Xcode, or Swift to architect, design, development, implement, and maintain digital and mobile applications.
  • Demonstrated experience with business analysis tools such as Google Analytics and Firebase Analytics.
  • Experience in a lead technical role for a development team that utilized mobile applications in the Google Play Store or Apple App Store.
