Departments Recruiting to Fill Key IT Executive, Specialty Roles

The openings include state chief enterprise architect, senior adviser and specialty architect.

Departments in state government are recruiting for several key leadership positions.

The California Department of Technology (CDT) is seeing candidates for the state chief enterprise architect position (Career Executive Assignment) to lead the use of newer trends in enterprise architecture (EA) that support business digitalization and innovation to align with the California Technology Strategic Plan and other guiding directives.

“The SCEA is responsible for leading the development, maintenance, communication and implementation of statewide enterprise architecture strategy, governance and policies to develop architecture plans and models that drive the design and then delivery of digital services,” according to the job posting and duty statement. “Working across the executive branch, the SCEA leads and coordinates all aspects of the state’s EA practice, including Business, Information, Solutions, and Technical Architecture, in alignment with Security. The SCEA will also drive enterprise architecture for CDT, supporting CDT’s dual role as control entity and service provider, and will participate as a member of the CDT executive staff.”

Responsibilities of the role include:
  • Lead the effort to baseline the state’s current digital services, set a vision and road map, and identify digital services no longer meeting needs; and work with departments owning the digital services to implement the architecture plan to transform the digital services.
  • Develop, maintain and implement needed policies, governance frameworks and operating models that will enable the delivery of digital service transformation across the state executive branch.
  • Work in conjunction with business and technology executives, enterprise architects, industry executives, and control agencies in establishing statewide EA frameworks and policies.
  • Provide input to new legislation proposed to strengthen the use of shared services and information across the state for functionality, efficiency, and appropriate adoptions of best practices as well as emerging technologies.
  • Build the EA practice to become an external management consultancy, offering services and skills to support the development and execution of business strategy.
  • Serve as an adviser to the state chief information officer, the deputy CIO and the Information Technology Executive Council on statewide policy decisions.

The position has a monthly salary range of $11,102 to $13,226, and the application deadline is Aug. 3.

CDT is also recruiting for a senior adviser (IT Manager II) to the state chief information security officer (CISO) and deputy state CISO on the formulation of policy and governance and to play a significant role in developing cybersecurity strategy and strategy implementation.

“The incumbent is responsible for partnership with Office of Information Security managers, delivering the OIS Project Portfolio major projects and initiatives,” the job posting notes. Desirable qualifications for this role, according to the posting and the duty statement, include:
  • IT and information security experience, working at a senior level and exercising a high degree of initiative and independence.
  • Experience developing enterprise-level IT and/or cybersecurity strategies, impact statements, cost/benefit analysis and road maps.
  • Experience working at a senior level, including the development of strategies and management of enterprise-wide projects.
  • Experience advising senior management on strategy, policy and governance.
  • Thorough knowledge of project, contract and vendor management methodologies and best practices.
  • Experience with the state’s administrative process, including experience in budget change proposal (BCP) development, HR functions, legislative bill analysis and program management.
  • Ability to establish and maintain effective, cooperative and beneficial relationships on behalf of CDT with all levels of government, control agencies, stakeholders, external customers and vendors.

Applicants must pass a security background check and fingerprinting check completed by the Department of Justice and Federal Bureau of Investigation as a condition of employment with OIS.

The position has a monthly salary range of $10,421 to $12,668, and the application deadline is July 22.

The Employment Development Department (EDD) is seeking candidates for storage, backup and disaster recovery architect (IT Specialist III) to perform the following functions, according to the job posting and duty statement:
  • Provide expert-level technical guidance and strategic direction to IT executive management and other technical direction to IT specialists/subject matter experts to establish recovery plans and resource acquisition methodologies; plan and direct recovery exercises; and manage related IT budgets and develop annual program agendas and recovery improvement metrics.
  • Exercise extensive decision-making authority and direct the most critical and complex projects, including the development of enterprise architecture, providing strategic and tactical technical direction supporting storage, backup, disaster recovery (DR) and cross-domain expertise at a deep technical level.
  • Develop an enterprise-wide DR program including the formulation of DR strategies and policy.
  • Provide leadership and mastery-level expertise and support in the evaluation, testing, design and implementation of hardware, software, network and cloud solutions for the enterprise storage, backup and data protection infrastructure.

This position has a monthly salary range of $8,700 to $11,659, and the application deadline is Aug. 10.
