Departments Recruiting to Fill Specialty Positions

The California Department of Transportation is seeking a senior application lead, and the Employment Development Department is seeking a lead data architect.

Two state agencies are recruiting for specialty IT positions in leadership.

The California Department of Transportation (Caltrans) is seeking candidates for senior application lead (IT Specialist II), who serves as a lead developer and senior technical application architect to support and maintain the Caltrans enterprise application portfolio, which includes the Enterprise Resource Plan, according to the job posting.

“The incumbent performs duties at an expert level to implement information technology solutions and advises management in alignment with the technical standards, best practices and enterprise architecture,” the posting says. “The incumbent shall apply methodologies in software engineering, data and process modeling, web-based technologies, agile software development, data integration ERP and commercial-off-the-shelf solutions, business intelligence, data governance and cloud environments. The incumbent shall architect applications using Java, C#, Weblogic and Message Broker and Oracle databases."

The lead will work closely with business analysts, application architects and the project management office “to understand requirements and deliver scalable solutions” that are in line with with Caltrans’ IT strategic vision and mission, its application development standards and best practices, according to the posting and the duty statement.

Desirable qualifications include:
  • Experience in agile development methodologies, technology research and planning.
  • Experience leading software development teams.
  • Experience with application/system architecture design; application integrations.
  • Experience researching, troubleshooting, problem solving and resolution of most complex technical issues
  • Experience supporting critical enterprise applications.
  • Experience developing detailed technical documentation, including sequence flow diagrams, use case diagrams, data flow diagrams.

The position has a monthly salary range of $7,893 to $10,894, and the application deadline is June 5.

The Employment Development Department (EDD) is recruiting for a lead data architect (IT Specialist III) who “plays a vital role as an IT visionary and technology guru who will help to craft and implement mission-critical enterprise products,” according to the job posting.

“In order to significantly improve customer experiences, reduce fraud, improve interoperability and improve adaptability, EDD is in the process of establishing a broader set of integrated shared services leveraging new and some existing technologies that support EDD’s benefits operations,” the posting says. The lead architect will be “responsible for helping to lead design efforts; define end-to-end architectures; oversee and perform research studies and presentations that include recommendations and instructions for proposed implementations; formulate logical descriptions of problems; and recommend optimum solutions.”

Desirable qualifications include:
  • State of California program knowledge.
  • IT and business/industry work experience including architecture design and deployment, systems life cycle management, and infrastructure planning and operations.
  • Experience in Salesforce, Okta or other low-code platforms.
  • Experience in DevOps and CI/CD.
  • Experience with data architecting, data mining, large-scale data modeling and business requirements gathering/analysis.
  • Experience in implementing enterprise data management processes, procedures and decision support.
  • Strong understanding of relational data structures, theories, principles and practices.
  • Experience in enterprise repository tools, data modeling tools, data mapping tools and data profiling tools.
