Departments Seek Architect, Adviser, Chief, Manager

The entities are seeking candidates with experience in cloud, enterprise architecture, policy and leadership.

State departments are recruiting for a variety of key IT roles, including section chief, adviser, manager and security architect.

The Employment Development Department (EDD) is seeking a principle end-user device security architect (IT Specialist III) to work with management, other technical architects, engineers and associate service roles in the Enterprise Security Operations Section, other division sections, the Information Security Office, enterprise IT and with customers in support of the organization’s client/server, multitier infrastructure.

According to the job posting, candidates will be “highly motivated, creative and analytical” and will have extensive experience in engineering and deploying end-user device tools and systems to ensure EDD staff’s workstations are up to date and protected from vulnerabilities. Candidates should have experience with cloud-based application delivery, application virtualization, cloud-based operating system delivery, endpoint encryption, lightweight Directory Access Protocol (LDAP) and desktop virtualization.

“This position will be the principal architect for EDD’s desktop and application virtualization as well as all physical device OS deployment and security patching,” the posting says.

Desirable qualifications include experience with:
  • Documenting, migrating and deploying cloud-based solutions
  • Software-defined network concepts, cloud computing and platform-as-a-service (PaaS) methodology
  • Enterprise Log Management and Monitoring for End Points

EDD is also seeking an enterprise cloud manager (IT Manager I) to provide “direct oversight and leadership for all cloud services-related projects including coordination of EDD applications’ migration to the cloud and/or California Department of Technology Tenant Manage Services data center.”

According to the job posting and duty statement, the manager “advises management of the migration strategies and selection criterion for migration paths” and will be responsible for “directing teams to manage all aspects of existing Software Defined Data Center (SDDC) environments in all EDD data centers, such as backup and recovery, allocation of storage, proper inventory and procurement of servers at EDD field offices.”

Desirable qualifications include:
  • Expert-level experience in server, storage, database and end user computing architecture and platforms
  • Expert level of technical knowledge of data center hardware and operating systems such as VMWare, Windows Active Directory and SQL
  • Proven experience in leading the development and maintenance of a data center, operations strategy and road map
  • Expert-level technical knowledge of cloud environments and various cloud platforms
  • Proven experience leading multiple teams to migrate applications to the cloud
  • Certification in VMWare, AWS design, database administration and project management is highly desirable

The Office of Systems Integration (OSI) is seeking an enterprise solutions adviser (IT Specialist III) to consult on “the most complex IT initiatives” representing enterprise architecture practices, cloud solutions, application and system integration, and service-oriented architecture styles.

OSI, part of the California Health and Human Services Agency, describes its role as “the trusted leader in the management and delivery of large, complex technology projects, enabling improved service delivery to the people of California.”

“Awareness of enterprise architecture concepts is essential to this position,” the job posting says. The adviser “also authors CalHHS platform policies and standards necessary to support these cross-program solution implementations and facilitate cross-agency work and lead teams to develop cross-program interoperability and systems integration solution architectures.”

Desirable qualifications for this position include:
  • Expert knowledge of discrete services such as service mesh, software intermediaries, microservices and/or service-oriented architecture
  • Experience with designing solutions that support interoperability
  • Knowledge and experience with identity and access management, digital ID strategies, and solutions
  • Experience with cloud platforms and/or selecting best-fit-for-purpose cloud technologies
  • Experience performing technology capability assessments and developing custom design reference architectures

The Department of Health Care Services (DHCS) is seeking a Project Management and Oversight Section chief (IT Manager I) to be responsible for developing and communicating departmental IT policies and procedures for initiating, planning, procuring, executing and closing IT projects, and for supporting IT project governance committees in the development and implementation of IT governance policies.

DHCS, which is also part of CalHHS, aims to provide Californians “with access to affordable, integrated, high-quality health care, including medical, dental, mental health, substance use treatment services and long-term care.” Its Enterprise Technology Services Program is responsible for designing, architecting, building and delivering secure innovative solutions and services that drive health-care quality and for IT strategy formulation, enterprise architecture, enterprise portfolio management and enterprise governance.

Desirable qualifications for this position, according to the job posting and duty statement, include:
  • Experience in project management leadership for major enterprise-wide modernization projects involving the implementation of a new system
  • Experience in agile methodology for software development-driven solutions
  • Possession of a PMP certification or other formal project management certification(s)
  • Leadership experience in managing and overseeing multiple complex activities involving large-scale IT projects that involve planning, implementation and ongoing post-production support
  • Exceptional interpersonal skills and creating strong partnerships in a collaborative environment with internal and external stakeholders within the organization and cross-organizationally
  • Experience facilitating collaboration and problem solving across various stakeholder groups who have different, sometimes conflicting, priorities

DHCS is also recruiting for a Network Infrastructure Section chief (IT Manager I) to direct the department’s enterprise network and cloud infrastructure, which includes the on-premises network, Amazon Web Services (AWS) cloud hosting, Microsoft (MS) Azure cloud services, public and private cloud infrastructure, and software as a service (SaaS).

The chief “manages highly technical system engineers and administrators who provide support to over 20 remote sites, two data centers and 500 network devices, including routers, firewalls, core, distribution and access layer switches, load balancers, network management and monitoring tools, intrusion detection and prevention systems, and wireless controllers and access points,” according to the job posting.

The chief also “manages and provides direction on new and migration of existing DHCS IT systems and applications into public and private cloud hosting environments” and “is also responsible for the support and administration of Microsoft 365 services, Active Directory (AD) services and email messaging services,” the posting says. The chief “must have skills and experience with managing or leading teams, an understanding of network and cloud infrastructure and security best practices, strong knowledge of IT concepts and terminologies, and excellent verbal and written communication skills.”

The position may be filled through a training and development assignment, the posting notes.
