Departments Seek Candidates for CTO, Chief Application Officer

Covered California, which connects residents with brand-name health insurance under the Patient Protection and Affordable Care Act, is seeking a chief technology officer (Career Executive Assignment). The CTO “will spearhead technological innovation” and “architect and deliver technical strategies that power California’s Health Benefit Exchange,” according to the job posting.

Key functions of the position, according to the job posting and duty statement, include:
  • Delivering digital solutions that revolutionize how employees serve residents
  • Modernizing the technology infrastructure to meet changing health-care challenges
  • Championing innovation in delivering and supporting health-care technology
  • Implementing state-of-the-art security measures that protect sensitive health-care data
  • Building scalable systems
The CTO has oversight of the technology service desk; facilities, A/V and event support; core IT Service Management (ITSM) processes, including problem, change, release, asset and knowledge management; and comprehensive business continuity, disaster recovery planning and incident response management as well as IT demand forecasting, capacity planning and solution availability.

The monthly salary range for the position is $11,778 to $14,032, and the application deadline is March 1.

The Department of Education is seeking candidates for chief application officer (IT Manager II) to manage the development, implementation and maintenance of high-profile, critical, enterprise-level software applications, according to the job posting and duty statement.

In addition, the chief application officer manages the cloud infrastructure budget and resources, provides technical consultation and guidance to internal staff and handles staff recruitment, performance evaluations and task assignments.
