Departments Seek Candidates for IT Leadership Roles

Covered California is seeking a chief of web applications, and the Department of Health Care Services is seeking a section chief to work on the California Medicaid Management Information System.

Two state government entities that focus on health care are recruiting for chief (IT Manager I) positions.

Covered California is seeking a chief of web applications to oversee projects, identify technology trends, understand the digital landscape and propose “innovative solutions that align with the organization’s objectives.” The incumbent will oversee the development and implementation of web application solutions supporting the internal business needs and programs of Covered California.

The chief supervises a staff of senior and staff-level IT professionals and “oversees the procurement, installation, configuration, management and maintenance of web applications,” according to the job posting. “This position serves in the Software Engineering domain with a strong emphasis on user experience and web accessibility.”

Key functions of the position include:
  • Manage and direct activities to assess and analyze solutions and procure and implement web solutions to meet Covered California’s enterprisewide business and technical objectives (30 percent).
  • Provide management guidance to staff within the Enterprise Applications Unit. Hire, mentor, coach, train and evaluate the performance of subordinate staff (30 percent).
  • Establish Covered California’s enterprise applications, business operations goals and objectives, and perform long-range strategic planning activities (20 percent).
  • Provide leadership and direction for competitive procurement-related activities for hardware, software and IT services (10 percent).
  • Travel statewide to attend meetings, trainings and seminars (10 percent).

The Department of Health Care Services is seeking a section chief (IT Manager I) to oversee planning, design, development, documentation, implementation and support of the IT service management (ITSM) capabilities of the Operations Division for the California Medicaid Management Information System (CA-MMIS).

“ITSM is a process-based framework intended to align the division’s services with the current and future needs of the business and its customers,” the job posting notes. “It covers the entirety of activities required to plan, design, deliver, operate and control IT services.”

In addition, the chief will “provide direct support for the ongoing configuration and operation of ITSM tools and software,” according to the posting and duty statement. Job duties encompass multiple domains including business technology management, software engineering, system engineering, information security engineering, IT project management and vendor management, the posting says.

Desirable qualifications for this position include:
  • Expert knowledge of ITSM processes, tools and technologies
  • Knowledge of emerging technologies and their application to business processes
  • Strong project management, relationship management and vendor management skills
  • Knowledge of and experience using various software development life cycle (SDLC) methodologies and tools
  • Knowledge of quality assurance and control principles, methods, tools and techniques

The role has a monthly salary range of $8,591 to $11,512, and the application deadline is Sept. 25.
